Location: Remote (Must live in California), Sacramento, Oakland, San Diego, Los Angeles or Ontario

SALARY RANGE (Depending on Experience): $62,470 – $91,243 year
We base salary and position offers on experience and an internal equity analysis.

Employment Status: Exempt; Regular; Full time (37.5 hrs)

Intellectual & Developmental Disabilities (I/DD) Practice Group
DRC’s I/DD Practice Group engages in multi-pronged advocacy, including impact litigation and individual cases, administrative and legislative policy, collective action campaigns, and other systemic reform efforts, to improve the lives of intellectually and developmentally disabled Californians. Our current priorities include:

· Dismantling the structural ableism, racism, and systemic inequities experienced by people who receive services from California’s I/DD service delivery system.
· Challenging discrimination in private and public programs that serve intellectually and developmentally disabled people.
· Advancing the core principles of the Olmstead and the rights of intellectually and developmentally disabled people to live, work, and play in their communities.
· Expanding access to supports that advance the autonomy, preferences, and choices of intellectually and developmentally disabled people.
· Building relationships with and developing advocacy strategies alongside organizations led by intellectually and developmentally disabled people and their families.

JOB RESPONSIBILITIES
The Policy Analyst will work with DRC leadership to assess, develop, shape, and implement DRC’s policy priorities related to people with I/DD at the local, state, and federal level. To carry out these responsibilities, the Policy Analyst will:

· Monitor events, policy decisions, litigation, trends, and other issues related to people with I/DD at the local, state, and federal level.
· Research I/DD-related laws and policies and analyze the impact of those laws and policies on people with I/DD.
· Provide quantitative and qualitative research support, and strategize regarding the use of data, to advance policy advocacy campaigns.
· Work within a team environment to develop creative solutions to address problems with and develop solutions to existing I/DD policies.
· Develop and disseminate reports, policy briefs, presentations, or other materials to a broad range of stakeholders, including people with I/DD and allied groups, strategic partners, government agencies, legislators, and policy makers.
· Prepare for and/or represent DRC in task force meetings, committees, workgroups, coalitions, or other forums where I/DD policy is discussed.
· Identify and connect with people with lived experience, other subject matter experts, existing coalitions, and/or organizations to partner with on policy advocacy.
· Other duties as assigned.

Requirements: 

MINIMUM QUALIFICATIONS
Bachelor’s degree and/or experience equivalent to a four-year college degree in public policy, legal or disability-related field.

Additional minimum qualifications include:
· The ability to work independently with appropriate supervision.
· An understanding of state and federal disability policy.
· Demonstrated ability to communicate effectively both orally and in writing.
· Experience in making public presentations in formal and informal settings.
· Strong analytical and research skills.
· Curiosity and commitment to learning.
· A deep understanding of and commitment to diversity, equity, and inclusion.
· Strong interpersonal skills including, sensitivity to other people and the ability to work effectively in coalition with other groups.
· Demonstrated administrative skills and familiarity with Microsoft Office programs (Outlook, Word, Access, Excel, Teams, and PowerPoint).
· Demonstrated commitment to the contributions of disabled individuals in furtherance of DRC’s policy agenda.

PREFERRED QUALIFICATIONS
· Knowledge of state and federal Medicaid/HCBS policy, employment policy, and I/DD service delivery systems.
· Familiarity, contacts, or experience in the disability rights or disability justice movement.
· Lived experience as a person with a disability.
· Family member of a person with a disability.

TRAVEL REQUIREMENTS
Ability to travel (when it is safe to do so) occasionally for activities such as out-of-town meetings, trainings, and policy research activities up to 25% of the time.

High speed internet connection is required to work for us.

WORKING CONDITIONS
