BRIEF DESCRIPTION OF DUTIES: Serves as an advance trainee and as a member of a team, assisting higher grade specialists in the performance of routine paternity and child support enforcement functions for a limited caseload and with the negotiation of support payments from responsible parents.
Performs the full range of Income Withholding enforcement functions required for monetary child and medical support obligations. Specifically, provides program and administrative support related to planning, policy research, analysis, evaluation, communication, and liaison functions with other District and state agencies, employers, custodial and non-custodial whom CSSD must interact parents.
Assists in conducting personal or telephone interviews of clients, non-custodial parents, businesses, and community members or others to explain the functions of the program.
Receives and distributes incoming mail, attaches pertinent reference materials, such as correspondence, reports, and any additional required documents. Conducts follow-up inquiries to ensure that all reply deadlines are met.
Reads and assembles outgoing mail for completeness and general conformance with standard correspondence instructions. Maintains a detailed office filing system covering distinct subject matter materials and /or other related information as required. Receives and updates files to meet the changing needs of office activities.
Conducts liaison functions with employers including employer verification, sending Income Withholding Orders, and non-compliance notices. Researches and responds to inquiries and referrals from other CSSD units to ensure compliance with established Federal and District policy and procedures, as well as ensuring that all program impacts are thoroughly documented and addressed.
Assists with special projects or studies for the Wage Withholding Unit, e.g., preparing reports on specific methodologies for improving unit performance and efficiencies. Examines and reconciles data associated with income withholding policy and procedures. Consults supervisor to verify data (forms/lists) generated by the District of Columbia child support enforcement case management system (DCCSES), document discrepancies, and report potential system problems.

QUALIFICATIONS: Basic Requirements: Candidates must meet the basic requirements described under A, B, or C: (A) Degree in behavioral or social science; or related disciplines appropriate to the position or (B) Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social science equivalent to a major in the field or (C) Four (4) years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Ranking Factor #1. Knowledge of the principles and practices of the Child Support Services Division (CSSD) or other states Child Support Services Divisions.
Ranking Factor #2. Ability to identify relevant information and to employ guidelines and laws applicable to safeguarding information.
Ranking Factor #3. Knowledge of the civil and administrative aspects of the laws governing the IV-D Program.
Ranking Factor #4. Ability to plan and conduct complete investigations to establish paternity and secure child support payments consistent with requirements of the CSSD.
Ranking Factor #5. Ability to communicate effectively both orally and in writing.
