Position Summary
The incumbent will work independently under the general supervision of the Administrative Services Director, and will serve as the Budget and Policy Director for the State Public Defenders office. The position is responsible for managing and directing the full scope of the agency's budget and finance programs, including responsibility for developing and executing the agency's biennial budget proposals. The incumbent supervises the employees and oversees all activities of the Budget and Fiscal Division.
This position will work out of the Madison Office and travel up to 25% of the time to other offices.
Qualifications

Minimum Qualifications (Required – Candidates must have experience and/or training relevant to these areas in order to be considered for this position):
Ability to analyze and estimate cost for budget items
Ability to interpret state budgeting processes and develop budget proposals
Knowledge of Generally Accepted Accounting Principles (GAAP) and financial management techniques
Advanced skills with computer operations, including word processing and spreadsheet development
Skill in the use of ERP (Enterprise Resource Planning) systems (e.g., PeopleSoft, etc.)
A well-qualified candidate will also have experience and/or training in the following areas:
Interpreting federal and Wisconsin state law and Wisconsin Administrative Rules
Knowledge of supervisory principles and techniques
Effective written, oral and interpersonal communication skills, including skill in presenting information to audiences with varying levels of technical understanding
Legislative processes
