Open City Advocates seeks to host a Legal Fellow for projects through the Equal Justice Works Fellowship, Justice Catalyst Fellowship, and other public interest fellowships to begin in Fall 2026. Open City Advocates will consider any projects related to our mission, and we welcome the opportunity to discuss and develop project ideas with the applicant.
Organizational Background:
Open City Advocates provides holistic legal representation to youth who have been committed to the DC Department of Youth Rehabilitation Services (DYRS) after sentencing in the juvenile justice system. This approach combines lawyering, advocacy, and mentoring to better guide youth through the system and set them up for success. Open City Advocates’ client-centered approach is foundational to the various systemic reform issues that we tackle with the juvenile justice system and the broader juvenile social service ecosystem.
We tackle racial inequity in our juvenile justice system where it is most extreme, as 100% of youth who are committed to DYRS are youth of color. Based on the knowledge we gain from our direct client services, we then spearhead systemic reform efforts to end the revolving door of the juvenile and criminal justice systems, safeguard and expand due process protections, and encourage individualized, trauma-responsive services for court-involved youth.
In 2020, the DC Court of Appeals ruled in our favor in our longstanding impact litigation case, In re N.H.M. (224 A.3d 581 (2020)). As a result of this decision, youth in DC’s juvenile justice system now have a clearly established right to an attorney throughout their commitment to DYRS. Open City Advocates is working with community partners to implement the right for all youth in DC.
Key Functions & Responsibilities (in addition to fellowship project):
• Individual Representation for DC Youth
o Provide holistic, trauma-informed representation for approximately 5 youth committed to DYRS.
o Attend team meetings and engage in informal client advocacy with DYRS.
o Represent youth in institutional disciplinary hearings.
o Represent youth in Community Status Review Hearings (revocation hearings).
o Work with trial attorneys to provide mitigation information.
• Support for Adult Clients
o Support young people transitioning back to DC after a period of incarceration.
o Draft sentencing letters in support of clients facing charges in DC Superior Court.
o Connect clients to reentry and social services in DC.
o Liaising with criminal defense attorney.
• Systemic Advocacy
o Attend coalition meetings with community partners.
o Engage in systemic advocacy to support policies that support our youth and their families and communities.
Compensation & Benefits:
• The Fellow will be paid by applying for outside fellowship funding. Fellowships will only commence if outside funding is granted.
• Open City Advocates’ benefits include:

o Paid federal and DC holidays, sick leave, and 15 days of vacation.

o Flexible, hybrid work schedule with at least 2-3 days per week in person.
Qualifications:
• Ideal candidates will be law students entering their third year at the time of application or recent graduates who remain eligible for such fellowships.
• Membership or eligibility for membership in the DC bar is required by the start date.
• Demonstrated commitment to providing legal services to youth of diverse backgrounds.
• Experience in juvenile and/or criminal justice is strongly preferred. Relevant law school clinical experience will be considered.
• Experience providing direct legal services.
• Knowledge of trauma-informed practices.
• Excellent research, writing, and verbal communication skills.
• Commitment to working collaboratively with community partners.
• Spanish language proficiency is a plus, but not required.
