Position Description: 

Civil Justice, Inc (CJ) in collaboration with 211 at the United Way of Central Maryland (UWCM), are launching a Coordinated Intake System (CIS) initiative for the Maryland Access to Counsel in Evictions Program. Funded by the Maryland Legal Services Corporation, the CIS initiative is an exciting opportunity to work at the intersection of technology and legal services.

Overview
The Program Attorney (PA) is a central member of CJ’s Coordinated Intake Team, which oversees the development, implementation, and ongoing management of Maryland’s Access to Counsel in Evictions CIS initiative. The PA is responsible for reviewing complex intake case files to preserve the rights of tenants at risk of eviction and connect them with the legal service provider best placed to help them. The PA may also provide limited scope legal advice and assistance in drafting post-judgement motions to retain tenants’ appeal rights to tenants facing eviction. In addition, the PA will work with the Coordinated Intake Team, staff at 211, and legal services organizations to improve and streamline the referral process. This position reports to the Program Manager for Coordinated Intake.

Requirements: 

Reviews intake case files referred from 211, identifies salient legal issues, and routes to the legal services organization best placed to help.
Drafts post-judgment motions and other legal documents in landlord-tenant cases.
Conducts legal research and becomes an authoritative source on Maryland landlord-tenant law.
As required, provides limited scope legal advice to tenants facing eviction.
Works with and, where appropriate, provides training to other members of the Coordinated Intake Team, 211 staff, and other stakeholders.
Authors short-form content about the ACE coordinated intake system and its impact in the press and other popular outlets.
Assists the Coordinated Intake Team as necessary in its work maintaining, evaluating, and improving all aspects of CIS.

Notes: 
Equal Opportunity Maryland bar admission or admission to another state bar. Expertise or legal experience in landlord-tenant law and/or drafting motions. Attention to detail and advanced organizational skills. Ability to work to a deadline and to manage multiple tasks. Ability to work independently and collaboratively within a team and with external stakeholders. Interest in using technology to increase access to justice or relevant skills or knowledge (coding, data analysis, systems design) looked upon favorably. Spanish or other second language ability is a plus. Regular travel to Baltimore and other locations throughout Maryland may be required. CJ is fully remote and work locations outside of the Baltimore/Washington DC metro area with a flexible work schedule will be considered. The starting date for this position is July 1, 2023. Salary range: 
$67,500 - $72,500
