AGENCY OVERVIEW
CPCS is the state agency in Massachusetts responsible for providing an attorney when the state or federal constitution or a state statute requires the appointment of an attorney for a person who cannot afford to retain one. The agency provides representation in criminal, delinquency, youthful offender, child welfare, guardianship, mental health, sexually dangerous person, and sex offender registry cases, as well as in appeals and post-conviction and post-judgment proceedings related to those matters.
OFFICE OVERVIEW
The Strategic Litigation Unit (SLU) plays an essential role in the agency’s pursuit of systemic and institutional reform on behalf of our clients in all of CPCS’ practice areas. The experienced attorneys of the SLU pursue litigation to address systemic issues as well as assisting attorneys from other CPCS units with cases of strategic importance, involving both criminal and civil litigation, at both the trial and appellate levels.
The SLU consists of the Director of Strategic Litigation, two Staff Counsel IIs, a Paralegal, and a Data Analyst - Litigation.
The clients we represent are diverse across every context imaginable and bring many unique cultural dimensions to the matters we address. This reality creates a critical need for CPCS attorneys to be culturally competent and able to work well with people of different races, ethnicities, genders and/or sexual orientation identities, abilities, and limited English proficiency, among other protected characteristics.
POSITION OVERVIEW
The SLU seeks a Data Analyst - Litigation with a strong sense of the daily injustices faced by CPCS’ clients and a commitment to fighting those injustices. The SLU Data Analyst - Litigation will assist in the development and pursuit of litigation to address systemic issues. The litigation will involve criminal and civil matters, at both the trial and appellate levels, and in both state and federal court.
The Data Analyst - Litigation will collaborate with attorneys across the agency’s practice areas on active cases as well as areas of strategic importance by leading identified research activities including data collection, data reporting, and data visualization. The Data Analyst – Litigation will also work on various short and long-term projects under the supervision of the Director of Strategic Litigation and with experienced attorneys in those practice areas on targeted and specific projects.
The Data Analyst - Litigation will report directly to the Director of Strategic Litigation.
RESPONSIBILITIES
The Data Analyst – Litigation should be skilled in performing quantitative and qualitative analysis and be able to communicate results clearly and effectively to colleagues and stakeholders. The ideal candidate will have previous public policy experience and have the skills to gather information from a variety of data sources as well as identify and access data from other stakeholders such as the courts, prosecutorial agencies, law enforcement, and state agencies such as DCF, DOC, DDS, and DMH.
The duties of the Data Analyst - Litigation will include, but not be limited to:
- Delivering high quality research, including research design, methods, statistical analysis, qualitative research methods,
and analytical techniques;
- Analyzing, interpreting, and communicating complex ideas and research findings clearly and concisely;
- Querying complex database systems to collect and organize data for research;
- Coordinating the SLU litigation research agenda, including identifying research needs and providing studies, reports, and
data to stakeholders;
- Responding to data inquiries from stakeholders;
- Collecting and reviewing aggregate data sets alongside local and national current events to investigate potential causes
for trends and to guide courtroom representation strategies;
- FOIA and other data requests as appropriate;
- Liaising with experts in the field of criminology, sociology, economics, mathematics, statistics, and computer science on
data projects;
- Working collaboratively with the IT Department on data management;
- Working collaboratively with the General Counsel and Communications Director to effect public policy and legislative
goals;
- Developing working relationships with criminal and civil legal system participants such as court clerks, and other state and
federal agencies; and,
- Other duties as assigned.

MINIMUM ENTRANCE REQUIREMENTS
Interested candidates should have a demonstrated commitment to the principle of zealous advocacy, community-oriented defense, and the protection of fundamental constitutional and human rights.
Candidates must also have:
- Bachelor’s degree in criminology, sociology, public administration, computer science, statistics, mathematics, economics,
or related field;
- A minimum of three years of data analysis experience in public policy and/or graduate-level training; and,
- Access to a personal computer with home internet access sufficient to work remotely.
- An advanced degree in criminology, sociology, public administration, computer science, statistics, mathematics,
economics, or a related field is preferred
QUALIFICATIONS/SKILLS
- Demonstrated knowledge of equity and social justice issues, policies, and data;
- Demonstrated experience with data visualization, performance management, and visual management practices;
- Commitment to reducing racial and ethnic disparities in the court system;
- Demonstrated ability to communicate effectively and persuasively orally and in writing;
- Proven ability to work effectively independently and as part of a team;
- Experience researching public defense or criminal justice;
- Strong experience with statistical software such as SSPS, R, Python, Stata, Tableau, or Power BI;
- Knowledge of Structured Query Language (SQL); and,
- Superior written and oral communication skills.
