Position Description: 

FLORIDA RURAL LEGAL SERVICES, INC. (FRLS) seeks proposals from experienced consultants to assist FRLS in conducting a strategic plan of the organization in order to foster excellence at all levels.

ABOUT FLORIDA RURAL LEGAL SERVICES, INC.
FRLS is a non-profit law firm founded in 1966. FRLS provides free civil legal assistance to indigent individuals, families and low income elderly people in thirteen South Central Florida counties. FRLS also provides legal assistance to migrant workers throughout the state of Florida. Our mission is to empower low income individuals, groups, and communities by providing them with access to justice through legal advice, representation, and advocacy.

RFP OVERVIEW
In the past, FRLS has engaged in strategic planning for the organization with a primary goal of advancing our overall mission of providing high quality civil legal advice, representation, and education for low income people and communities. Our mission has expanded over the years and now encompasses empowering low-income and vulnerable individuals, groups, and communities by providing them access to justice through individual representation and strategic advocacy intended to have a broader impact on issues causing and continuing poverty.

FRLS seeks the services of a consultant who will assist us in organizing to realize our goal of organizational excellence and to provide more effective and efficient services that will have the greatest impact on the individuals, families and communities we service.

DUTIES, TASKS AND MILESTONES, AND DELIVERABLES
The successful consultant will be expected to perform the following duties, tasks, complete the following milestones, and deliverables during the project term:

Duties and Tasks
The successful consultant will be expected to work closely with FRLS’ executive management, office managing attorneys and other designated staff as well as members of FRLS’ Board of Directors to include the following:
1. Opening meeting with Executive Management and Strategic Planning Team.
2. Document Review and preparation;
3. Conference calls and in-person interviews with Board of Directors, Executive Management, Managing Attorneys, Office Managers, Program Advocacy Leaders and other key staff as needed;
4. Interviews with key stakeholders.
5. Analyze information gathered and assist with development and finalization of a long-term organizational plan; and
6. Preparation and Presentation of Final Plan to management and the Board of Directors.

Milestones
The strategic planning consultant will perform the work described in Duties and Tasks as follows:

Deliverables
a. Launch meeting completed
b. Document review completed
c. Interviews with staff and Board completed.
d. Interviews with key stakeholders completed.
e. Presentation of analysis and recommendations to leadership, FRLS Board of
f. Directors, Strategic Planning Committee members, leadership
g. Final Strategic Plan and report completed and delivered for implementation

Project Management
1. Dedicated Team
The successful candidate will have a dedicated staff person assigned to the strategic planning project, including a primary point of contact for the duration of the engagement.

2. Location of Performance
Candidates will be available at times agreed upon to meet with FRLS’ leadership and strategic planning committee onsite in Florida, but video conferencing and conference calls will be utilized along with in-person meetings as needed.

Estimated Contract Term and Schedule
FRLS estimates that its strategic assessment process will take approximately four months to complete. The consultant will perform the majority of the tasks described in the RFP over the course of three months between April, 2020 and July, 2020, with the remaining month dedicated to the final drafting and completing of the strategic plan, during this time the consultant should remain available to consult with FRLS within the four month timeline of strategic assessment process.

Requirements: 

CONSULTANT QUALIFICATIONS
The successful candidate will have demonstrated experience in collaborating and coaching legal service organizations, eight or more years of experience leading a successful legal aid organization and knowledge of legal services organizations and services is preferred. FRLS expects this engagement to be a team process and seeks candidates that are willing to work collaboratively with FRLS staff and board to complete the strategic plan. Candidates should provide three (3) references in their bids.

Proposals should demonstrate how the consultant’s proposed services, approach and methodology, qualifications, experience, and terms meet or exceed FRLS’ requirement. Candidates should include the following information in their proposals:

Consultant Information
1. Full name, address, telephone number, contact person, email and website.
2. Consultant overview, including brief history and years in operation.
3. Your experience in working with non-profit organizations or legal services organizations to update and revise a strategic plan.
4. Your opinion on five critical factors that contribute to successful strategic assessment.
5. Your unique capabilities/experiences that you bring to the process.
6. Three references and contact persons for each reference
7. Resumes and/or biographies for staff members who will be assisting FRLS.

Pricing and Pricing Methodology
Pricing must be itemized and include a written explanation of all fees and costs, including travel for the initial meeting. FRLS is a 501 (c)(3) tax exempt organization.
