The Court Appointments Program Manager is an essential team member of BASF’s Court Appointments Programs which qualifies and schedules attorneys for indigent clients in criminal, delinquency, and dependency cases; the team also processes all compensation requests from these attorneys and ancillary service providers. The Court Appointments program is dedicated to the delivery of high quality legal representation to this underserved and racially disparate clientele. The position requires initiative and a passion for this work combined with an important skillset described below.
This team member reports to the Director of Court Programs and works closely with their supervisor and Attorney Administrators for management of data entry and calendaring staff, and for the development, implementation and oversight of billing and calendaring programs, data collection and analysis. This position requires facility with data platforms, collection and analysis, coordination with billing program vendors and all uses. Responsible for monitoring and reporting out on trends and reporting requirements tied to budget analysis and funding.
DUTIES AND RESPONSIBILITIES:
1. Works with Director on recruitment and oversight of panel members to assure eligibility to serve, and verify the Court Programs’ ability to maintain a robust and diverse panel of attorneys serving constitutionally mandated legal needs of the poor in our criminal, delinquency and dependency courts;
2. Assists Director and Attorney Administrators with recruitment of new panel members and with oversight of law students/social workers;
3. Responsible for billing program implementation and oversight, coordinates mapping of data from former billing program to new billing program and the training of staff and attorney/investigator/expert vendors on new billing program.
4. Supervises IDA and DRP Clerical/Data Assistants.
5. Conducts initial review of compensation requests, identifying those requiring further review by Attorney Administrator.
6. Communicates with attorney panel members and other vendors (investigators/experts, etc) to assist with and/or clarify billing procedures and makes adjustments to bills, as appropriate.
7. Assists attorney panel members and vendors with technical aspects of billing program and forms.
8. Forwards to Superior Court notification of approval of compensation requests. Works with the Superior Court to assure program functionality and reporting capabilities and facilitate payments to IDA and DRP vendors.
9. Administers Fee Audit Program for bills forwarded for review to Fee Audit Committees.
10. Assists with statistical analysis of program costs and budget for Court Programs and preparing monthly reports for City, the Courts, and Judicial Council as required by contract, including reconciliation of declared conflicts reported by Public Defender with conflicts appointments reported by members of the Panel, the number of parties represented in the courts, the number of bills and the total amount approved for payment by month and year;
11. Administers Fee Audit Program for Criminal, Juvenile Delinquency and Juvenile Dependency bills.
12. Participates in meetings with Director, Attorney Administrators and Court staff.
13. Works with Court and BASF billing program vendors to complete and implement billing programs and database and provides post-conversion support from CABS to staff and panel.
• Bachelors Degree in Law, Economics or Business, or equivalent experience; J.D. preferred.
• Working knowledge of all Microsoft Office – and in particular: Excel and Access.
• Highly experienced with data platforms, data analysis, and keen ability to learn new technology.
• The position requires a well-organized, creative and committed individual with high ethical standards, analytical ability, experience with billing program/database development, staff management and support;
• Ability to perform database reports and statistical analysis.
• Ability to work closely and collegially with staff, attorney members and volunteers, and representatives of the courts.
• A commitment to supporting underserved populations in legal matters.
