Position Description: 

PRINCIPAL RESPONSIBILITIES:
• Develop a broad vision on the potential for collection and use of outcome measures to promote legal aid and support improvements to services; collect, from primary and secondary sources, and analyze data that demonstrates the need for civil legal aid, the economic benefits it brings and its effect on the lives of low-income people
• Provide leadership to a collaborative effort with grantee legal aid programs to develop and coordinate best outcome measure practices, and lead the effort to analyze and utilize data to improve performance
• Conceptualize and develop written reports targeted to stakeholders, including the Legislature; and manage compilation of data from applications and annual reports to create presentations
• Identify specific data projects and milestones to assure execution to plans; develop schedules for identified projects
• Provide direction on appropriate dissemination approaches and tools, and develop and manage project budgets
• Utilize Census Bureau poverty population data to assess distribution of MLAC General Support grants to local programs.
• Design and lead trainings with grantee programs and MLAC staff in collecting and analyzing data to improve outcomes
• Refine measures of impact such as program reports and surveys to meet the needs of MLAC staff, while limiting the burden on grantees
• Work with colleagues to develop MLAC policy related to special projects; manage collection and analysis of data for these projects and development of periodic data reports
• Develop solid working relationships with program and MLAC staff to implement consistent collection and reporting of identified outcome measures
• Actively participate in policy discussions regarding the legal aid community and in MLAC efforts to increase cultural competence and support program diversity

Requirements: 

QUALIFICATIONS AND SKILLS
• Bachelor’s degree required (Master’s Degree preferred) and 8-10 years of relevant experience preferably in a nonprofit or legal services environment
• Experience advocating on behalf of low-income communities, communities of color, social services or legal services.
• Knowledge of quantitative and qualitative research and data analysis methods and demonstrated ability to implement research designs using rigorous and objective analysis
• Expertise with Microsoft Excel and Access; proficiency with Census Bureau data tools
• Strong human relations and organizational skills and pragmatic, insightful problem solving skills
• Excellent written and oral communications skills, including ability to frame connections between research findings and policy
• Strong relationship management skills and ability to work effectively with multiple constituencies
• Resourcefulness, including the capacity to independently access external resources and training materials to resolve technical issues
• Ability to work both independently and in a team environment
• Ability to meet deadlines
