Position Description: 

New Mexico Legal Aid, Inc. (NMLA) is a New Mexico non profit corporation established for the purpose of providing civil legal services to low income individuals. The Internal Revenue Service has granted the program 501(c) (3) tax exempt status. The program currently provides services in the state of New Mexico. NMLA is governed by a 21-member Board of Directors who is responsible for hiring an Executive Director to run the day to day operations. The program employs approximately 65 full time staff (including the Executive Director) who are located at 10 offices throughout New Mexico.
NMLA’s total funding for calendar year 2016 was approximately $6.5 million. More than half of NMLA’s budget is provided by the Legal Services Corporation (LSC), a congressionally chartered non-profit corporation based in Washington, DC. NMLA receives the balance of its revenue from private donors and 29 funding sources, including federal, state and local government contracts and private foundation grants, with differing grant periods. Major sources of these funds include; The State of New Mexico Children Youth and Families Dept. and the NM Civil Legal Services Program (administered by the NM Department of Finance and Administration, Local Government Division).
NMLA adheres to fund accounting requirements and maintains a separate fund (revenue and expenses) for each revenue source. Separate bank accounts are not maintained for each funding source. NMLA maintains two (2) major checking accounts: operating and payroll and maintains a Money Market Account. In addition, NMLA has small operating accounts for each of its larger offices, and client trust accounts, again in its major offices.

Requirements: 

The following CFO/Controller-level outsourced accounting and financial management services are requested:
1) Review and approve monthly reconciliations and journal entries prepared by staff
2) Reconcile complex accounts monthly and prepare journal entries
3) Prepare monthly financial statements, in accordance with U.S. GAAP, including Statement of Financial Position and Statement of Activities
4) Cash flow reporting, analysis and management
5) Advise management and the NMLA Executive Director regarding key financial information and business metrics
6) Assist management with budget projections, including multi-year forecasting, and budget revisions as needed
7) Assist management with implementation of improved business processes and procedures
8) Perform other services in accordance with NMLA’s accounting manual as requested.

Billing - The program will accept billings on a monthly basis for services rendered in the prior month.

2. Clearly describe the fees and other costs applicable to the work that will be done, including the basis (such as flat fee, hourly rate, etc.) for how fees will be calculated.
3. State the name(s) of the person(s) who will be authorized to make representations for the proposer, along with the person's title, address, and telephone number.
Profile of the Proposer
Briefly describe the background of the proposer, including the location of the primary office from which the proposer will work, and state whether the proposer intends to employ any subcontractors to provide the services requested.
Qualifications of the Proposer
1. Describe the proposer’s experience in providing services to non profit organizations.
2. Describe the past experience, education, training, etc., of key staff expected to work on the services requested. Identify any supervisors who will oversee the work to be performed.
3. Describe the professional liability insurance carried by the proposer, including the policy limits.
