Position Description: 

Do you want to protect civic freedom around the world? The International Center for Not-for-Profit Law (ICNL) is looking for a Program Manager to assist with various global programs that seek to safeguard the freedoms of association, expression and assembly. Global programs include the Civic Space Initiative, the NGO Legal Enabling Environment Program (LEEP), the NGO Embattled Defense Fund (“Lifeline”), and the Civic Freedom Monitor, among others.
Under the direction of ICNL’s Vice President - Legal Affairs and based in our Washington, DC office, the Program Manager will:
• Provide mid-level managerial assistance to ICNL’s VP-Legal Affairs and work closely with ICNL’s regional teams and other staff in ensuring the smooth implementation of various global programs affecting civic space;
• Work with ICNL’s VP-Legal Affairs and regional teams to compile and assess information relating to work plans and budgets, and to make substantive assessments and recommendations for the various regions and components of the program, based on ICNL’s overall strategic goals;
• Engage in review and editing of research and knowledge products for ICNL’s programs, including the Civic Freedom Monitor;
• Manage ICNL’s fellowship program;
• Work with ICNL’s VP-Legal Affairs to help ensure strategic alignment among ICNL’s various global programs;
• Facilitate communication between ICNL and other international organizations engaged in civic space issues;
• Assist with external communication including ICNL’s website and social media, and boost visibility of ICNL’s global programs and achievements;
• Engage in research and data analysis relating to civic space issues;
• Assist with program implementation, as needed;
• Assist with budget management, M&E tracking, and reporting on ICNL’s global programs; and
• Engage in other ICNL programs in coordination with ICNL’s Senior Management.
Qualifications:
• At least 5 years of professional experience working in international development or with civil society internationally.
• Experience in designing and managing projects in an international organization and cross-cultural settings; demonstrated impact in a multi-year regional or global program.
• Experience and knowledge related to civic space or civil society law.
• Superb written and oral communications skills; experience in writing reports, conducting research, and editing information materials.
• Experience with a team to track program delivery, including through M&E tracking.
• Fluency in English required; fluency in other languages is a plus.
• Advanced degree in a relevant field; law degree preferred.
• The Program Manager must be legally eligible to work in the United States.
