Position Description: 

The Attorney Training and Recruitment Manager creates and provides specialized training for new hires and LOPD employees statewide. This position also recruits qualified attorneys or law school candidates into Limited Practitioner and/or attorney positions.

The LOPD manager designs, implements and conducts ongoing statewide training for all LOPD employees.
Develops, manages and directs specialized training for new attorney's to ensure they are properly trained and prepared to represent clients.
Creates and distributes training materials, legal manuals, on-line resources, education videos and more.
Designs, manages and trains employees of the department, to include attorneys, and non-attorneys that represent and afford clients due process in Juvenile, Metropolitan, District Courts, Court of Appeals and NM Supreme Court in criminal cases.
Develops and manages recruiting/hiring programs for the limited practitioner positions, and other various attorney positions for all LOPD offices.
Visits law schools to present and promote the LOPD as a positive and long term employer to student groups and administrations.

Foster and establish relationships with law schools to expand and maintain pipeline for attorney recruitment.
Attends national or regional conferences or recruitment/career fairs to promote LOPD as a positive and long term employer to candidates, law schools and other public defender offices and organizations. Schedule interviews, select candidates and match limited practitioners and interns with agency availability and need.
Create, manage and direct specialized training for Social Workers, Investigators and Interns/Externs.
Communicates and visits directly with the Chief Public Defender, Deputy Chiefs, Director of HR and other members of the Executive staff to identify recruitment and training needs.
Communicates and visits directly with District Defenders and Managing Attorney's to identify recruitment and training needs.
Plans and coordinates the annual statewide LOPD CLE Conference.
Serves as a participating member of the Administrative Services Division leadership team, in a positive, respectful, and professional manner.
Responsible for managing and expanding the current internship/externship program.
May be required to direct, coordinate and supervise less experienced attorneys, other professionals and clerical staff. Conducts legal research/analysis of laws, precedents, legal issues, procedural rules, in preparation of cases to ensure training programs and content is up to date.
Researches changes in laws, legislation, rules, court decisions, and case precedents, to determine/anticipate legal problems and propose resolutions to make sure training materials and content is relevant.
Attends seminars, training classes and reviews current professional literature to maintain and develop professional skill and knowledge.
Contributes to annual strategic plan and other departmental reports.
Performs related work, legal work, and client representation, as required.
Represents the client in legal matters, such as motions, hearings, litigation and appeals.
Drafts, reviews, proposes and prepares reports, memoranda in opposition, briefs, legal documents, motions, correspondence, appeals for clients.
Researches changes in laws, legislation, rules, court decisions, case precedents, to determine/anticipate legal problems and propose resolutions.
Counsels and advises clients on cases such as pleadings, arraignments, trials, appeals.
Explains, interprets and keeps client informed on changes in law, court decisions, legal issues and problems.
Conducts plea bargaining with District Attorneys and other parties to establish agreements to resolve cases.

Minimum Qualifications
Current license as an attorney issued by the New Mexico Supreme Court or eligible for limited license issued by New Mexico Supreme Court and four (4) years of criminal law experience as a practicing attorney including serious felony and violent offenses.

The ideal candidate will be committed to high quality indigent defense, have excellent organizational skills, attention to detail and up to date on national trends in public defense.

Employment Requirements
Must possess and maintain a valid driver's License.

Collective Bargaining: This position may be covered by a collective bargaining agreement and all terms/conditions of that agreement apply and must be adhered to.
