Position Description: 

Houston Volunteer Lawyers, the pro bono service arm of the Houston Bar Association, is seeking a full-time grants and compliance director for the organization. The mission of HVL is to provide free legal services to low income people in Harris County and to promote volunteerism among lawyers. HVL assists with family law, guardianship, estate planning, probate, tax disputes with the IRS, landlord/tenant disputes, homeownership, consumer issues, and bankruptcy. We do not assist with criminal, traffic, immigration, or fee-generating cases.

This staff member will be responsible for office grants and data compliance needs. They will also need to provide oversight of support staff and day to day intake operations. The Grants and Compliance Director also handles some of the administrative functions of the office in regards to timekeeping, office management, and policy establishment.

Primary Responsibilities:
The Grants and Compliance Director will:
• Maintain the grant application and reporting calendars.
• Prepare and draft new grant applications and existing grant reports.
• Review data to ensure compliance with grant restrictions.
• Draft, review, and implement office policies, client applications, and database reports to ensure compliance with grant reporting, grant restrictions, and grant billing.
• Approval of final timekeeping reports for accounting and billing. Review of all timekeeping (especially non-case specific time) to ensure that it meets grant requirements and is appropriately billed to the correct grant/funder.
• HR Supervision for Office Manager, and Legal Case Workers
• In charge of recruiting for company and hiring for this department.
• Advise external auditors on HVL process and provide various reports
• Quantitative grant reporting for most grants and development of grant reports for use by others.
• Draft and maintain major HVL policies, including: timekeeping, grant compliance, case distribution, life of a case, etc.
• Oversee database updates and configuration to ensure efficient workflow and grant reporting.
• Develop and maintain staff training materials on database use and train staff on grant compliance.
• Prepare and give presentations regarding grants and HVL statistics to the HVL Board of Directors and/or various grant funders of HVL.
• Performs other related duties as assigned by management.

Supervisory Responsibilities:
The Grants and Compliance Director will:
• Directly supervise 1 employee within the Operations Department.
• Indirectly supervise 12 employees within the Operations Department.
• Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws.
• Have responsibilities including interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Salary and Other Support:
The Grants and Compliance Director will receive an annual salary as well as these other benefits:

• Bar Dues if a licensed attorney.

Requirements: 

Qualifications:
The ideal candidate will possess:
• Previous grant writing experience preferred
• Previous data analytics or LegalServer database experience preferred.
• Previous Legal Services Corporation or Texas Access to Justice Foundation grantee compliance experience preferred
• Four to six years related experience or equivalent.
