Position Description: 

The Colorado Criminal Defense Bar is seeking a part time contract Legislative Policy Coordinator with a broad range of criminal and juvenile defense experience with an interest in Colorado’s legislative process. The position is based primarily in Denver. The position reports to the Executive Director.

CCDB is The Colorado Criminal Defense Bar (CCDB) is an organization of approximately 1,000 attorneys and it is one of the largest bar associations in Colorado. The CCDB is dedicated to protecting the rights of the accused and we are opposed to the death penalty. We provide training and support to the criminal defense community in an effort to promote zealous advocacy for our clients at every stage of representation.

Our recruitment process will be used to establish a list of highly qualified candidates. The application deadline is August 6, 2018. Interviews by a Search Committee will be conducted in Denver in mid-August.

Requirements: 

Qualifications:

1. Licensed Colorado Attorney in good standing
2. CCDB member.
3. A broad range of criminal defense experience.
4. A commitment to protecting the rights of the accused and ending the death penalty.
5. Excellent verbal and written communication skills.
6. Excellent reputation for competency and honesty.
7. Ability to coordinate legislative activities with CCDB lobbying firm.
8. Ability to be firm and persuasive, yet able to successfully negotiate.
9. Willingness and ability to work extended hours during legislative session. Ability to meet with the policy committee, members, stakeholders and legislators prior to the session.
10. Ability to work creatively under tight deadlines and with diverse individuals and groups.
11. Proficiency in MS Office applications, particularly Word.
12. Experience in working in a local, state or national legislative process including experience. coordinating and submitting testimony before legislative committees, and working with interest groups, lobbyists, and elected officials.
13. Experience in coalition and relationship building.
14. Knowledge of Colorado legislative initiatives in the past 3 years.

Notes: 
Duties: • Review, track and monitor all introduced legislation that impacts CCDB related to criminal and juvenile law. • Research and draft materials as needed for effective lobbying in support or opposition to bills introduced in the legislature. • Coordinate with CCDB’s outside lobbyists and, as appropriate, the Colorado Public Defender lobbyist and other stakeholders on all key legislative efforts. • Communicate CCDB’s positions to members of the General Assembly, executive branch, and any other organizations or entities for the purpose of implementing the policy initiatives of the CCDB. • Attend and testify at legislative committee hearings relevant to CCDB’s policy initiatives AND/OR work with Executive Director to coordinate testimony from CCDB Members. • Assist in researching and drafting legislation and amendments to legislation as needed. • Provide written information to Executive Director for weekly policy committee and membership update. • Provide information for a written summary of the General Assembly session on all bills related to criminal justice in Colorado by June 15 following the legislative session. • Lobby state elected officials and policy makers on bills related to CCDB policy initiatives. • Lead monthly CCDB Policy Committee meetings. • Represent CCDB on legislative work-groups, task forces or commissions as required. • Work with the Executive Director to coordinate, assist and monitor CCDB members who participate on legislative work-groups, task forces and commissions. • Meet with legislators, stakeholders and advocacy organizations regarding matters that impact CCDB interests. • Assist the CCDB policy committee in selection of legislative bills for introduction and prepare to defend against potential bills.
Salary range: 
The Policy Coordinator is an independent contractor position paying $25,000 for the session year. The Coordinator is responsible for related expenses unless otherwise approved. The CCDB staff provides support services as staffing and resources allow.
