Legal Services of Eastern Missouri, Inc., a non-profit law firm that provides free legal assistance to persons living with low-income/low-opportunity, seeks a Marketplace Outreach and Enrollment Specialist in its Health & Welfare program. Under the supervision of the Health & Welfare program managing attorneys, the Marketplace Outreach and Enrollment Specialist will be responsible for planning, organizing, and implementing activities around the Health Insurance Marketplace including: outreach to community partner organizations, conducting intake for eligible clients through the phone helpline and/or in person through various venues providing Marketplace enrollment and application assistance, and inputting data in the electronic case management system.
Responsibilities include: organizing enrollment events during the Open Enrollment Period, establishing relationships with school staff and community partners; attending monthly outreach meetings; developing technical assistance materials; responding to client requests for assistance through the program phone helpline; conducting intakes for potential clients using the electronic case management system; providing Marketplace application assistance in-person and through the project phone helpline; and advocating on behalf of clients with Federal Marketplace agency personnel. In addition, the specialist will be a part of a team of attorneys and advocates working to reduce barriers to health insurance enrollment and retention.
This position is anticipated to be for 24 months only, under a current grant. It is our hope that the grant will be renewed but that is not guaranteed. Salary and Benefits Information:

The Marketplace Outreach and Enrollment Specialist should have excellent interpersonal skills, a strong ability to form collaborative partnerships, excellent writing ability, and computer proficiency. Graduate degree (M.S.W., J.D., M.P.H, and/or M.P.A.), knowledge of Health Care Reform, experience with community outreach and assisting low-income families preferred. Compliance with various grant reporting needs and applicable regulations required.
