Position Description: 

Reporting to the Executive Director, the Deputy Director of Legal Services and Administration is responsible for overall management and direction of the administration areas of the organization. Administration responsibilities include implementation of strategic planning and regionalization; the compliance section of the annual audit; broker relations for professional liability, commercial package, workers compensation and employee benefit insurance; supervising the coordination of applications and reports for federal and state funding; oversight of Technology and Program Information System.

The Deputy Director has primary responsibility for ensuring compliance with Federal and State funding mandates and the organization’s collective bargaining agreement and undertakes special activities in this area, as assigned. The Deputy Director will be responsible for ensuring that these functions are performed in an effective manner consistent with the requirements of labor regulations and the policies and procedures of CRLA and its Board of Directors.

RESPONSIBILITIES:

• Internal Administration. Oversee compliance issues related to major Federal and State funding sources, including Legal Services Corporation (LSC), Equal Access to Justice and IOLTA. Represent CRLA at state and national level meetings in coordination with or in lieu of the Executive Director. Oversee the LSC compliance portion of the annual financial audit. Lead the Administrative Management Team made up of Controller, Deputy Director-Programs & New Initiatives, Director of Human Resources, and Administrator. Oversee program evaluation at local office and senior management levels. Participate in meetings with Directors of Litigation, Advocacy and Training (DLATs) as needed. Coordinate with Directors of Litigation, Advocacy and Training as needed on annual training plans and staff training conferences. Provide counsel and advice to the Executive Director regarding administrative and human resources operations. Act as Executive Director in his absence.

• Strategic Planning. Coordinate strategic planning groups charged with developing policies, protocols and procedures related to strategic planning decisions. Will lead and facilitate meetings of such groups as assigned. Coordinate the administration of Regionalization, including the development and implementation of regional policies, protocols and procedures related to it.

• Training. Coordinate activities within the program, identifying all training needs, develop annual training programs for staff, and evaluations, make assignments and monitor the preparation of training material and presentations.

• Communications and External Relations. Assume responsibility for regular meetings of program-wide specialists, task forces, special projects. Along with Executive Director, Deputy Director represents CRLA within the national and state legal aid networks.

• Labor Relations. Act as lead negotiator for management or negotiation team member during collective bargaining agreement negotiations. Implement organization’s collective bargaining agreement, training CRLA managers as needed. Participate as the management representative in the grievance process ensuring compliance with the procedures mandated by the collective bargaining agreement. Participate as the management representative in union-management committees as needed.

• Board of Directors. Attend CRLA Board of Trustee Meetings and provide reports and recommendations to the Board as needed. Oversee work with the client leaders on the Board and facilitate the work of the Finance Committee.

Requirements: 

Required:
• Admitted to practice law before the court of any state for a period of five(5) years.
• Admitted to practice law in the State of California or willingness to take the next bar exam
• Excellent written and oral communication skills

Preferred:
• Experience as Director of a legal services program

Helpful:
• Spanish fluency

Salary range: 
$63,500 - $100,000
