Position Description: 

Manager of Data Strategies and Analytics
OCLA is committed to data driven design of civil legal aid programs and related systems and recognizes the need for robust internal strategic data design, system development, analysis, and integration into program operations. The purpose of this position is to internalize capacity to develop, implement, and manage data strategies that promote and enhance accountability to agency responsibilities across all programmatic areas consistent core agency mission, values, and race equity commitments.

The Manager will:
1. Coordinate with each program lead and team to identify and incorporate into client service contracts relevant quantitative and qualitative data collection and reporting requirements designed to enhance accountability to the objectives of each client service program consistent with OCLA’s race equity Statement of Purpose.
2. Manage principal agency data platforms.
3. Identify and support program leads and the executive team in evaluating the need for new or replacement of existing data platforms.
4. Design and produce custom reports and presentations that support program managers and teams to actively monitor, evaluate, and report on relevant performance indicators in each program area.
5. Train and support program and support team members on the effective use of data platforms, dashboards, and related analytics tools.
6. Receive and respond to specific data requests from program leads and the executive team.
7. When acquired, lead implementation and support efforts for OCLA’s replacement contracts management software.
8. Managing GR 31.1 administrative records discovery and presentation using Microsoft eDiscovery tools.
9. Such other responsibilities as may be required by the executive management and program team leads.

Requirements: 

1. At least three-years’ experience in the design and implementation of strategic data approaches to integrated design, implementation, and analysis of civil legal aid, governmental, or non-profit human or social service programs (required)
2. Experience with and competency in using a range of data tools relevant to civil legal aid service delivery including Legal Server (highly preferred), CLIO, Defender Data/CAROS, MSFT Power BI and related Microsoft data analytic and presentation tools, and other platforms (preferred)
3. Experience with and competence in using Microsoft e-Discovery tools (preferred)
4. Demonstrated understanding of the impact of race, bias, discrimination, and differential treatment of communities disproportionately composed of Black, Indigenous, and people of color, individuals who identify as LGBTQ2S+ or other sexual minorities, individuals with disabilities, immigrants, limited English speaking persons, and others who have been historically harmed and denied access to civil legal aid services (required)
5. Commitment to engaging with, contributing, and supporting agency efforts to implement its Race Equity and Justice Statement of Purpose and Values (required)
6. Understanding and familiarity with geodata mapping and applied analysis (preferred)
7. Demonstrated ability to work as part of a team and collaborate across multiple systems and programs (preferred)
8. Knowledge and understanding of courts, court systems, administrative, and related law and justice systems that affect low-income people (preferred)
9. Excellent written and verbal communication skills. (required)
10. Proficiency with Microsoft Office Suite applications (esp. Word, Excel, PowerPoint) (required)
