The Organization:

The Center for Responsible Lending (CRL) is a nonprofit, nonpartisan research and policy organization that promotes responsible lending practices and access to fair terms of credit for low-wealth families. CRL was created in 2002 to protect homeownership and family wealth by working to eliminate predatory lending and other abusive financial practices. Our work has helped lead to major changes in lending practices, saving families over $2 billion annually. CRL has over 40 employees and offices in Durham, NC; Oakland, CA; and in Washington, DC.

CRL is an affiliate of Self-Help, a community development lender founded in 1980 that has provided over $7 billion dollars in financing to help 146,000 low-wealth borrowers buy homes, build businesses and strengthen community resources.

Position Description:

The Center for Responsible Lending is seeking a Director of North Carolina Policy to join our team in Durham, NC. As part of CRL’s State Policy Team, the Director of North Carolina Policy will serve as CRL’s primary representative in the state. The Director of North Carolina Policy will work with stakeholders in North Carolina, including government officials and policymakers, to develop and advance strategies for preserving and improving strong consumer protections and responsible lending policies in the state.

Essential Responsibilities:

• Identify opportunities and determine priorities in North Carolina for CRL policy goals to curb abusive financial services practices.
• Develop and lead implementation of advocacy strategies for policy reform in North Carolina.
• Monitor and develop plans to address significant market and policy developments in North Carolina that affect CRL goals.
• Document and produce policy briefs on abusive lending practices in North Carolina.
• Implement regulatory and enforcement strategies.
• Represent CRL with North Carolina elected representatives and other stakeholders, such as the state and federal legislators, and the press.
• Prepare and deliver presentations about consumer protection and lending issues to community partners and others.
• Work closely with allied organizations in North Carolina and help develop new relationships through the Coalition for Responsible Lending, housed at CRL.
• Ensure strong relationships between CRL and Self-Help branches in North Carolina.
• Assist in fundraising responsibilities for support of CRL’s work in North Carolina.
• Perform other duties as may be deemed necessary.

Minimum Qualifications:

• Bachelor’s degree or equivalent related work experience. Five (5) years’ legislative experience and experience in policy analysis or related field.
• Experience working with and supporting strong partnerships and coalitions.
• Demonstrated ability in fostering relationships with diverse constituencies.
• Working knowledge of the North Carolina legislative and regulatory process.
• Self-starter, able to initiate and juggle multiple projects and work independently.
• Demonstrated facility in fostering relationships with diverse constituencies.
• Excellent verbal, written, and critical thinking skills.
• Excellent public speaking skills and ability to develop and give presentations to a wide range of audiences.
• Ability to facilitate meetings and build consensus.
• Excellent research and analytical skills.
• Ability to travel throughout the state of North Carolina approximately 20%.
• Ability to work in a diverse and fast moving environment.
• Ability to create and deliver presentations.
• Proficient in Word, Excel and Power Point.
Compensation:

Competitive nonprofit salary, based on experience, plus a generous benefits package.

Requirements: 

Desired Qualifications:

• Advanced degree in policy-related field or law preferred.
• Experience in legislative drafting, policy analysis/advocacy, and/or regulation enforcement, and working with policymakers, particularly in North Carolina preferred.
• Knowledge of financial services preferred.
• Spanish language ability a plus.

Physical Requirements:

Frequently requires use of manual dexterity and repetitive motions, primarily with the wrists, hands, and/or fingers. Must be able to occasionally lift and exert force of up to 40 pounds.
