DESCRIPTION OF DUTIES: This position is located in the Office of the Attorney General, Division, Human Resource Section. The incumbent serves as an expert technician responsible for the coordination and administration of benefit programs, to include but not limited to employee requests under the Family and Medical Leave Act, Americans with Disability Act, DC-Family Paid Leave, continuing coverage under the District of Columbia Employee’s Health Benefits (DCEHB) Program,
and Workers Compensation. The Management Liaison Specialist oversees eligibility and enrollment activities for a comprehensive benefit programs and plans. In addition, the incumbent is responsible for a variety of Human Resources functions which may include new hire orientation, timekeeping coordination, and special projects as assigned. Candidates must demonstrate discretion, sensitivity, and confidentiality concerning personnel.

Incumbent:

* Serves as Subject Matter Expert on issues regarding leave, pay, and benefits
* Processes all FMLA and GPFL requests including distribution of designation letters
* Counsels employees on their rights under FMLA, GPFL and the ADA
* Reviews all Advance Leave/Leave Without Pay requests and submits for final approval internally and externally
* Requests assignment of group numbers for timekeepers, managers, and Payroll Specialists
* Remediates PeopleSoft roles for time and labor
* Accepts and processes donated Leave applications and adjustments
* Coordinates OAG’s Annual Leave Bank applications, Donated Leave Program and completes annual
reports
* Reviews and prepares all Annual Leave Bank applications prior to submitting to DCHR
* Processes and maintains Sick Leave Incentive letters and reports
* Serves as the Quality Assurance Liaison for time and labor
* Assist in analyzing and resolving PeopleSoft issues
* Prepares OAG annually AWS/telework report
* Manages employee benefit files by ensuring files are updated, in order, accurate and properly
documented
* Counsels new and existing employees regarding benefit programs and conducts new hire orientation as
required
* Develops training materials for managers and employees on benefits and leave process
* Maintains tracking reports concerning employee leave and benefits status
* Prepares Excel Spreadsheets for a number of the above functions
* Performs other duties as assigned

Requirements: 

QUALIFICATIONS: Candidates must have at least five years of experience with FMLA and ADA. In addition, candidates must have one (1) year of Specialized Experience in other HR fields noted above. Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

PREFERRED QUALIFICATIONS: The successful candidate will have the ability to efficiently manage workflow while applying strong problem solving skills; attention to detail to ensure all actions are processed accurately and timely are a plus. Knowledge of federal, state, and local regulations and legislation (FMLA, ADA, COBRA, and HIPAA) are essential to success in this position. Certified Employee Benefit Specialist (CEBS) certification is highly desirable.
