Position Description: 

Elevate’s Assistant General Counsel serves as the Legal, Risk, and Compliance Team point person for various Elevate program teams, including solar energy incentive programs and federally-funded programs designed to improve the health and safety and energy efficiency of affordable housing, as well as maintain the affordable housing stock. The Assistant General Counsel is responsible for assisting program teams with understanding and complying with contractual requirements, including federal acquisition regulations (FARs) related to procurement and prevailing wage requirements, reviewing, drafting and negotiating contracts, and reviewing legislation.This Assistant General Counsel reports to the General Counsel, and will also work closely with the Executive Team, other senior management, and program managers. This position is based in Chicago, Illinois and is currently remote.Responsibilities

  • Serve as the legal point person for various programs and operations teams.
  • Support federal funding opportunities and other programs as needed, including assisting with responses to federal opportunities, RFPs, RFQs and RFIs; reviewing and negotiating federal grants and contracts and related teaming agreements, subcontracts and vendor agreements; and consulting on compliance matters.
  • Provide accurate and timely legal advice to all levels of the organization’s management in connection with obtaining and performing contracts and subcontracts (as either a subrecipient or contractor) on U.S. Government programs and advise program teams on contract performance.
  • Lead government contract formation, including detailed reviews of solicitation and evaluation documents for source selections.
  • Represent and counsel Elevate’s program teams on government contracts and disputes, including bid protests, contract claims, investigations and disclosures, litigation, and appeals.
  • Counsel program teams on, and help them operationalize, procurement integrity and organizational conflict of interest issues, cost accounting issues, Service Contract Labor Standards and Davis-Bacon Act requirements, and procurement-related legal issues, including substantive bid protest and contract claim experience.
  • Assist in responding to Freedom of Information Act (FOIA) requests and other administrative law matters and proceedings.
  • Research and formulate guidance on legal issues for both internal and external constituencies.
  • Review and analyze proposed and enacted legislation that impacts Elevate and the fields within which the organization operates.
  • Standards and Davis-Bacon Act requirements, and procurement-related legal issues (including substantive bid protest and contract claim experience).
  • Perform other duties as required or assigned which are reasonably within the scope of the duties specified above.

Qualifications and Skills

  • Juris Doctor degree from an ABA-accredited law school and an active license to practice law in Illinois (or intent to obtain such license within three months of beginning the job)
  • 3+ years of experience in the relevant field of law required
  • Strong client-counseling and customer service skills
  • Ability to adapt to changing priorities and work effectively within a dynamic and innovative environment
