Position Description: 

This limited duration position is scheduled to last through December 31, 2022. There is a chance that it may become permanent.

We will also consider filling this position as a job rotation assignment for current state employees. The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombudsmen to help consumers, injured workers, and businesses.

This position is with the Division of Financial Regulation (DFR). DFR’s mission supports that of the department by protecting Oregonians’ access to fair products and services through education, regulation, and consumer assistance. The division is responsible for ensuring the safety and soundness of financial institutions, the availability and affordability of financial products, and the fair treatment of consumers. Functions include licensing, regulating, and monitoring the conduct of banks, credit unions, financial services providers, health care service contractors, insurance companies, and licensed or registered agents of such entities.

This is a management service position and is not represented by a union.

This position is eligible for remote work part- or full-time, once the incumbent has gained the proficiency to perform work independently. The incumbent may occasionally be asked to work from the office on an as-needed basis.

Here’s what you will do:

You will serve as a senior policy advisor to the Division Administrator, Deputy Administrator, Department Director and Deputy Director to research, analyze, evaluate and make recommendations related to insurance regulatory issues of statewide importance and significant public consequence. Duties include:

Developing and drafting legislation having statewide impact

Initiating and drafting administrative rules

Coordinating rulemaking

Tracking, analyzing and testifying on legislation for statewide impact and effect on Division

Providing consultative and technical guidance on statutes and rules, and on specific issues

Requested Skills:

Excellent public relation skills

Ability to communicate effectively and collaboratively, both orally and in writing, to a broad spectrum of executive, management, professional, technical and support staff within the Department, other state agencies, and the public

Knowledge of legislative and rulemaking procedures and format

Ability to draft rules and legislation

Ability to facilitate meetings and committees and work with people who have diverse interests

Experience with policy development and strategic planning

Ability to understand and communicate how policy changes may affect the insurance market

Preference may be given to candidates with a J.D., and/or candidates that have an in-depth knowledge of property and casualty insurance, consumer advocacy or the financial regulation of insurance companies

Minimum Qualifications:

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.

OR

Any combination of experience and education equivalent to eight years professional-level evaluative, analytical and planning work.
