Staff Counsel - Alternative Commitment and Registration Support Unit

The Alternative Commitment and Registration Support Unit (ACRSU) of CPCS is committed to ensuring that every indigent adult and youth in Massachusetts has access to zealous legal representation when facing “sexually dangerous person” (SDP) civil commitment and sex offender registry board (SORB) classification proceedings. The ACRSU provides leadership, training, support, and oversight to panel attorneys for administrative hearings before the SORB, Superior Court reviews pursuant to G.L. c.30A, SDP trials in Superior Court, and appeals in both the Appeals Court and Supreme Judicial Court. The unit is involved in state-wide issues, litigation and policies affecting our indigent clients.

Staff Counsel is responsible for oversight and training of attorneys on the SORB hearing and SDP trial panels, and responds to inquiries from the public, courts, agencies, attorneys, and clients. In addition, this position may involve special litigation, drafting amicus briefs and drafting legislative memoranda, as needed and as time permits.

Oversight duties include:

- Observe Superior Court trials and hearings
- Evaluate attorney performance informally and in writing
- Investigate and resolve complaints
- Identify mentors and supervise mentor performance
- Manage attorney panels to ensure high quality representation
- Review applications for panel membership and make recommendations
- Identify cases for screening, review screening reports and recommend action
- Review attorney billing
- Supervise student interns

Training duties include:

- Create and conduct annual trainings workshops for SORB and SDP counsel
- Assist with the planning and implementation of certification trainings
- Draft memoranda and distribute materials regarding legal, legislative, scientific, regulatory and other issues relevant to panel attorneys
- Maintain database of experts and act as liaison between experts and counsel, as needed

Staff Counsel reports to the Director of the ACRSU.


Candidates must have superior litigation skills including a minimum of eight years of legal experience including jury trial and/or administrative law experience. Candidates must possess excellent legal writing, analytical and training/presentation skills as well as strong communication skills.

Eligibility to practice law in this jurisdiction as a member of the Massachusetts Bar in good standing, or as an attorney in another jurisdiction who is eligible to engage in limited Massachusetts practice under Supreme Judicial Court Rule 3:04 is required. Candidates must have access to reliable transportation throughout the state for occasional travel.

Applications will be strengthened by experience litigating Superior Court jury trials, SDP civil commitment trials and SORB classification proceedings. A minimum of ten years of legal experience preferred.

$58,561.34 - $88,891.25, commensurate with experience
