RESPONSIBLE TO: Chief Attorney

SUPERVISES: Attorneys, Paralegals and Administrative Support Staff

POLICY AND BASIC FUNCTIONS: The Supervising Attorney is assigned to a unit or office to assist the Chief Attorney in managing the office and/or a specialized unit. The Supervising Attorney is responsible for planning the work of the office/unit, implementing the priorities, assigning work, hiring, supervising and evaluating staff to assure quality legal representation.

DUTIES AND RESPONSIBILITIES:

1. Coordinate and supervise assignment of cases, administrative hearings and appellate advocacy. The practice includes State and Federal Appellate courts and Administrative forums

2. Conduct and co-counsel cases, work closely with Maryland Legal Aid (MLA) advocates in all offices to ensure high quality representation of clients.

3. Support and mentor staff, conduct research, provide substantive law updates on issues related to administrative law.

4. Conduct and assist staff with permissible legislative work, community outreach and education.

5. Work closely with appropriate MLA task forces and workgroups to identify systemic barriers, develop strategies to address these barriers, and monitor outcomes.

6. Build a cohesive, supportive team that works well with one another, develops objectives and priorities for the office; and maintains open communication.

7. Provide effective, competent legal assistance to low-income clients in an efficient, zealous, client-centered, and compassionate manner.

8. Carry a caseload and conduct impactful advocacy designed to address systemic problems affecting persons with low-income;

9. Guide the professional development of staff, including co-counseling of cases; reviewing substantive legal work; providing meaningful assessments and evaluation of advocacy efforts, caseloads and productivity; engaging the community through outreach and education; and addressing training needs;

10. Conduct case reviews and assign cases to staff consistent with MLA’s case and matter acceptance guidelines.

11. Participate in statewide task forces and statewide advocacy efforts.

12. Cultivate effective relationships with the judiciary and private bar participate in local and state bar association activities.

13. Carry-out MLA’s strategic plan, which includes the integration of a Human Rights framework to all aspects of the offices’ work, including litigation and advocacy, communications, community education, and human relations.

14. Ensure compliance with administrative and regulatory requirements.

15. Be part of a statewide management team and strive to improve the overall quality of MLA’s service delivery throughout the state.

16. Assist with MLA resource development efforts, including, but not limited to, the identification of possible funding sources, making presentations to funders, and the drafting of grant applications and progress reports.

17. Address client and staff collective bargaining issues, including first level grievances.

18. Perform all administrative functions in accordance with MLA policies and procedures, including, but not limited to, reviewing staff timekeeping, leave requests, travel reimbursements and check requests, and closing case files.

QUALIFICATIONS: Admitted to practice in the State of Maryland, or admitted in another jurisdiction, graduate of an ABA approved law school and eligible for admission in the State of Maryland. Out-of-State attorneys must be able and available to take next scheduled bar exam following date of employment. At least 2 years of experience in a legal services program preferred. Excellent verbal and written communications skills, command of technology, especially Microsoft Office and case management systems; appellate experience, involvement in the community, and management experience a must.
