Project Overview:  Through its Sixth Amendment Initiative grant from the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance (BJA), NLADA is undertaking a revision of public defense standards, specifically the Defender Training and Development Standards that were issued by NLADA in 1997.  To give public defenders nationwide a set of standards that better reflect current knowledge, trends, and practices, NLADA will convene a committee of ten Subject Matter Experts and one Meeting Reporter to revise the Defender Training and Development Standards.  The revised standards will include not just substantive updates, but also development of a peer review mechanism of evaluation rubrics to measure the quality and efficacy of trainings delivered. (Note that participation in the peer review process itself is not within the scope of this position.)

The committee will convene virtually, up to three times, to formulate the revised standards.  The Meeting Reporter will be the lead author of the revisions, based on input and feedback from the Subject Matter Experts.  We intend to have the revisions completed in summer 2020.

Summary of Duties:

  • Ten (10) Subject Matter Experts (SMEs) will collectively discuss and provide guidance for revision of the Defender Training and Development Standards. SMEs will review and provide feedback on draft revisions to the Standards. SMEs may be called upon to contribute language to the revisions. In these efforts, the SMEs will work closely with each other, with a Standards and Best Practices Meeting Reporter (to be determined) who will be the lead author of the revisions, and NLADA staff.
  • The work of the SMEs will be remote.
  • SMEs will participate in up to three virtual meetings of the standards revision committee between March and June 2020, where revision proposals, drafts, and feedback will be discussed and exchanged.
Requirements: 
  • The successful proposal will demonstrate a knowledge and familiarity with training and development standards for public defense, an understanding of training evaluation methodologies, and as well as a vision for public defense and equal justice.
  • NLADA is accepting proposals from individuals, as well as from organizations (including public defender offices).  If the proposal is submitted by an organization, please specify which person at the organization will carry out the SME duties.
  • With your proposal, please include: a curriculum vitae (if submitted by an organization, the CV of the person nominated to serve as SME), and three references.
