The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombudsmen to help consumers, injured workers, and businesses.

This position is with the Division of Financial Regulation (DFR). DFR’s mission supports that of the department by protecting Oregonians’ access to fair products and services through education, regulation, and consumer assistance. The division is responsible for ensuring the safety and soundness of financial institutions, the availability and affordability of financial products, and the fair treatment of consumers. Functions include licensing, regulating, and monitoring the conduct of banks, credit unions, financial services providers, health care service contractors, insurance companies, and licensed or registered agents of such entities.

This is a management service position and is not represented by a union.

Here’s what you will do:
As the Policy Manager, you will provide leadership to direct the team and supervise policy-focused staff in formulating policy positions and providing formal and informal guidance in support of the division’s regulatory programs. The goals of the team are accomplished by engaging internal and external stakeholders to identify policy issues and identifying the proper level of guidance needed; conducting policy and operational research in support of the division’s programs; creating, receiving inputs to, and editing policy documents such as proposed legislation, administrative rules, bulletins, opinion letters, and white papers; serving on local and national policy advisory committees to provide the division’s view to regulatory matters; coordinating policy initiatives with state and federal partners; implementing new regulatory programs established by the legislature; and administering the division’s public records function.

You, and members of your team, will be called upon to lead and organize the division’s legislative agenda which includes preparing proposed legislation on behalf of the agency, testifying before the legislature on key policy initiatives, monitoring legislative proposals, and implementing administrative rules in support of legislation that has passed.

You will establish key working relationships with internal staff and partners throughout the state and country on matters of importance to the consumer protection mission of the division.

Requirements: 

Minimum Qualifications:

1) Three (3) years of management experience in a public or private organization which included responsibility for each of the following:

Development of program rules and policies
Development of long- and short-range goals and plans
Program evaluation
Budget preparation
OR

2) 45-48 quarter hours (30-32 semester hours) of graduate level coursework in management and two (2) years of management experience in a public or private organization which included responsibility for each of the following:

Development of program rules and policies,
Development of long- and short-range goals and plans,
Program evaluation
Budget preparation
OR

3) Three (3) years of professional experience as a program/project leader, assigning and reviewing work of professional staff (e.g., accountants, auditors, etc.) including project responsibility for developing goals and objectives, project evaluation, and monitoring and controlling or preparing a budget.

Requested Skills:

Demonstrated success in a leadership/management position
Experience working with a state legislature or other similar body, including regularly providing oral and written testimony, organizing and tracking of bills, and successfully engaging a broad range of stakeholders on policy initiatives
Experience creating proposed statutes, administrative rules, and other forms of regulatory guidance, and explaining laws and rules to a broad audience
Ability to communicate effectively and collaboratively, both orally and in writing, to a broad spectrum of executive, management, professional, technical and support staff within the Department, other state agencies, and the public
Experience with policy development and strategic planning
Subject matter expertise in one or more of the industries regulated by the division
Experience building relationships with a network of internal and external stakeholders
Demonstration of initiative in managing multiple projects
