Position Description: 

National Disability Rights Network (NDRN) in Washington, D.C., is seeking an experienced senior level attorney as Deputy Executive Director for Legal Services and General Counsel. Reporting to NDRN’s Executive Director, the Deputy Executive Director for Legal Services is part of the six member NDRN executive management team responsible for managing and coordinating the activities of the NDRN legal unit and providing oversight of NDRN’s legally-based training and technical assistance activities; providing day to day technical assistance to P&A programs on legal issues unique to P&A practice; assisting in the development and analysis of policies governing P&As; and facilitating the development and coordination of P&A legal strategies across the network. Responsibilities also include managing special projects and contracts, coordinating legal back-up resources to supplement NDRN’s in-house expertise, brokering legal expertise among P&As, developing resource materials, and coordinating legal training events. As General Counsel this position provides legal counsel and guidance to NDRN’s executives on all matters impacting compliance, risk management, and the ethical integrity of NDRN. All responsibilities are conducted toward the attainment of the goals, objectives and policies of the NDRN Board of Directors and the membership.

NDRN is the nonprofit membership association for the congressionally mandated, disability rights agencies known as the Protection and Advocacy (P&A) Systems and Client Assistance Programs (CAP). P&A agencies provide legal representation and other advocacy services to people with disabilities. NDRN provides training, technical assistance, and legal support to the P&A agencies. NDRN is also involved in legislative advocacy to create a society in which people with disabilities are afforded equal opportunity and are able to fully participate by exercising choice and self-determination. • Manage the 10-member Legal Unit, provide direct supervision of three legal unit supervising attorneys, and participate as part of the NDRN executive management team.
• Develop legal training programs designed to meet the identified needs of P&As in conjunction with the Deputy Executive Director for Training/Technical Assistance (T/TA).
• Coordinate the development, acquisition and dissemination of legal reference materials and other resources to enhance the effectiveness of P&As.
• Assist P&As to develop and maintain robust legal capacity and provide training and technical assistance to P&A management and staff on a broad range of legal issues.
• Manage special projects and contracts.
• Serve as NDRN liaison with federal civil rights agencies and other disability advocacy groups as appropriate.
• Provide staff support to NDRN Board of Directors and Board Committees as assigned.
• Provide legal counsel and guidance to NDRN’s executives on all matters impacting organizational compliance, risk management, corporate transactions and the ethical integrity of NDRN.

Requirements: 

Minimum Qualifications:
• JD degree from an accredited law school, 5-7 years of legal experience and membership in at least one state and federal bar. Eligibility to waive into the DC Bar required.
• Demonstrated commitment to public interest and civil rights law. Experience working with nonprofit agencies preferred.
• Knowledge of disability rights and discrimination legal issues and litigation. P&A experience preferred.
• Experience supervising legal staff.
• Willingness and ability to be in-house generalist.
• Demonstrated interpersonal skills and cultural competence.
• Excellent research, writing, and oral communication skills.
• Strong organizational skills.
• Demonstrated commitment to the potential contributions of citizens with disabilities and to efforts to make possible the realization of that potential.
• Willingness to travel and to work evenings and weekends when necessary.
