If you desire a position where you support an exciting new office that provides civil legal aid to persons struggling with homelessness in the Montgomery/Prince George’s County region, then the Homeless Persons Representation Project (HPRP) has a position for you! HPRP is looking for a Part-Time Program Assistant to work 24 hours per week in HPRP’s satellite office located in Rockville, Maryland.

Our Story: HPRP provides free legal services and advocacy to persons who are homeless or at risk of homelessness in Maryland. HPRP’s staff and volunteers pursue this mission by offering legal services through outreach in shelters, soup kitchens, government offices, community centers and the street. HPRP as a whole provides legal representation in over 1,000 civil legal matters each year primarily through regular off-site intake locations in Baltimore City and Cecil, Montgomery and St. Mary’s Counties. Over 400 volunteer lawyers, paralegals and law students assist with intake and provide representation to HPRP clients at many of these locations. Direct representation informs broader-based systemic advocacy and impact litigation to address the root causes of homelessness.

Since 1990, HPRP has maintained a twice-monthly legal clinic at Shepherd’s Table in Silver Spring, Montgomery County. As part of its 2014 Strategic Planning process, HPRP committed to opening a satellite office in Montgomery County to serve the Montgomery and Prince George’s County region. The satellite office opened in April 2017 and HPRP launched a second community-based legal clinic in June 2017 at the Rockville-based Home Builders Care Assessment Center (HBCAC).

Supervises: Not Applicable

Responsibilities include:
• Organize and maintain case files related to pro bono programs, including copying, scanning and disseminating files to volunteers
• Maintain and track volunteer and client information, including entering case information into database
• Assist with operation of legal clinics, including booking off-site locations; scheduling volunteer attorneys, paralegals, and law students to staff clinic sites; and arranging for HPRP clients to meet with volunteers
• Communicate with volunteers regarding case placement, timekeeping, and case management
• Maintain effective oral and written communication with clients and manage client expectations from intake through the end of the case
• Provide administrative support to Kent Morrison Director
• Ability to remain calm and patient in a fast paced environment

Salary: $21,000 - $27,000 depending on experience. HPRP provides excellent benefits: vacation (96 hours per year), sick leave (40 hours per year), personal leave (24 hours per year), and holidays. Employee premiums 100% covered for medical, prescription, dental, and vision. Retirement plan with supplemental employer contribution (a 1% contribution is approved for FY 2018) also provided. HPRP’s regular work schedule in the satellite office is 8:30 a.m. – 5:00 p.m. Occasional evening hours required for six (6) board meetings per year as well as an average of three (3) evenings per month and 1-2 weekend days per year to staff pro bono clinics and attend HPRP events. HPRP provides for a flexible work schedule.


Required Qualifications and Skills:
• Fluency, written and oral, in Spanish required (please note in cover letter);
• Minimum Education: High School Diploma, GED or High School Equivalency and one of the following: 1) paralegal certificate 2) current enrollment in paralegal certificate program, or 3) college degree
• Proficiency with computer and internet technology, i.e. Microsoft Office for Windows (Word, Excel, Outlook, PowerPoint, etc.), database entry, and internet search engines
• Administrative experience in a legal, social work and/or public interest environment, including through an internship or volunteer program
• Prior experience with people living in poverty or experiencing homelessness
• Initiative troubleshooting problems and challenges, including knowing when to discuss them with a supervisor
• Ability to set priorities and handle multiple tasks, detail oriented, and strong professional oral and written communication skills

Preferred Skills:
• Prior paralegal experience;
• Bilingual in Spanish and English
