Position Description: 

Maryland Legal Services Corporation (MLSC) is a private, nonprofit corporation created by the Maryland General Assembly in 1982 to administer funding to be used for the provision of civil legal services to low-income persons. One of MLSC’s primary funding sources is the Interest On Lawyer Trust Accounts (IOLTA) Program, which requires all Maryland attorneys to place nominal or short-term escrow deposits in IOLTA accounts. Interest from these accounts is remitted to MLSC either monthly or quarterly from approximately 100 Maryland financial institutions, and MLSC uses this and other revenue to provide grants to 35 legal services programs throughout the state. Attorneys are required to report annually on their compliance with the IOLTA Program. MLSC offers a friendly work environment with a small staff of dedicated professionals. The IOLTA Program & Compliance Manager reports to the Executive Director.

The successful candidate will be responsible for ensuring attorney and financial institution compliance with IOLTA, providing strong management of all aspects of in-house IOLTA operation functions, providing technical assistance to banks and attorneys, promoting the IOLTA program at various conferences and events, and exercising leadership in fostering MLSC’s banking relationships and enhancing IOLTA revenue.

Responsibilities/Duties: Oversee and manage systems for IOLTA remittance reporting and annual attorney compliance reporting, ensuring accuracy and integrity of IOLTA data and reports. Oversee IOLTA staff in handling/recording/tracking of all remittances and routine follow-up with banks where necessary, and coordinate with contractors engaged in all IOLTA operations-related functions. Monitor bank compliance with IOLTA rules and regulations. Analyze IOLTA income trends and develop plans and programs to work with financial institutions to increase IOLTA revenue. Develop and update IOLTA materials, such as brochures, bank recognition materials, website information, etc. Serve as relationship manager with financial institutions: develop and implement strategies for strengthening partnerships with banks and the bar, building support for IOLTA in the banking and legal community. Provide technical assistance to lawyers and financial institutions regarding IOLTA matters. Other duties as needed in a small office environment.

Requirements: 

Minimum of bachelor’s degree. Minimum of five years’ work experience in a managerial position with responsibility for and/or extensive involvement with financial information and database management. Exceptional attention to detail, follow-up, and problem-solving skills. Excellent analytic skills and financial data management skills. Strong proficiency in Microsoft Office products, particularly Excel. Excellent organizational skills, including ability to multi-task;. Excellent interpersonal skills; ability to represent MLSC with varied stakeholders. Strong communication skills, both written and verbal, including strong presentation skills. Understanding of and demonstrable commitment to nonprofit service highly desirable.
