AGENCY DESCRIPTION
Disability Rights Connecticut, Inc. (“DRCT”) is a new, independent, nonprofit organization dedicated to advancing the rights of persons with disabilities in Connecticut and was established to be the successor protection and advocacy system in Connecticut. The Office of Protection and Advocacy for Persons with Disabilities was abolished by Connecticut law on June 30, 2017. DRCT’s mission is to advocate, educate, investigate and pursue legal, administrative, and other appropriate remedies to advance and protect the civil rights of citizens with disabilities to participate equally and fully in all facets of community life in Connecticut. DRCT is a statewide organization authorized by federal law and funded by the Developmental Disabilities Assistance and Bill of Rights Act, the Rehabilitation Act, and Social Security Act and the Substance Abuse and Mental Health Services Administration.
JOB DESCRIPTION
The Investigator will be responsible for investigating deaths and allegations of abuse and neglect of persons with disabilities. Responsibilities will also include monitoring of various facilities and programs in Connecticut. The Investigator will work under the direct supervision of the Legal Director.
JOB DUTIES
• Conducting investigations, including, but not limited to, requesting, collecting, reviewing and analyzing records and other evidence; interviewing witnesses, victims and other relevant persons; and inspecting facilities.
• Reviewing and analyzing medical and other types of records.
• Preparing internal reports and memoranda which detail the investigation, findings, conclusions, and recommendations, including recommendations for further investigative activities, if any.
• Writing comprehensive reports to support administrative, legal, or other remedies or activities, including, but not limited to, the issuance of public reports to implement systems reform.

• Cultivating and maintaining effective working relationships with local, state and federal agencies and organizations involved in investigating, preventing or otherwise responding to incidents of abuse and neglect.
• Participating in and/or conducting trainings.
• Participating in outreach activities, including to minority and under-served populations.
• Conducting public relations activities to create greater awareness about DRCT in the community.
• Providing information, referrals, technical assistance and short-term assistance to persons with disabilities, their family members, advocates, and others, which includes, but is not limited to, referral to other agencies and organizations which address abuse and neglect.
• Developing and implementing advocacy strategies directed at systems reform on behalf of individuals and groups.
• Maintaining knowledge of current statutes, regulations, and policies affecting persons with disabilities.
• Maintaining knowledge of community resources.
• Participating in staff meetings, program meetings, and other meetings as appropriate.
• Other duties as assigned.
MINIMUM QUALIFICATIONS
• Bachelor’s degree.
• At least two years of experience working with people with disabilities.
• Experience reviewing medical records and other clinical documents.
• Demonstrated ability to effectively communicate orally and in writing.
• Strong organizational skills.
• Knowledge of healthcare system and other social services systems.
• Knowledge of laws, rights and services as they pertain to individuals with disabilities.
• Demonstrated experience working with and/or sensitivity to persons with disabilities.
• Experience in public speaking and developing effective presentations.
• Excellent interpersonal, relationship-building and collaboration skills to be able to work well with individuals inside and outside DRCT.
• Ability to analyze complex problems, develop creative solutions and communicate them effectively.
• Ability to maintain thorough and complete records.
• Ability to work independently with appropriate supervision.
• Excellent computer, keyboarding and database skills.

Other desirable qualifications for this position include:
• Bilingual in Spanish and/or ASL.
• Experience with or sensitivity to individuals from various racial, ethnic or language distinct communities.
