Position Description: 

Performs advanced technical and consultative services for the Child Support Division’s Family Initiatives Section; work involves planning, developing, and implementing the Noncustodial Parent Choices (NCP Choices) program and other projects in the Father &Noncustodial Parent Involvement Projects area of the Family Initiatives (FI) section; works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Responsibilities:
• Oversees the implementation of the Noncustodial Parent Choices (NCP Choices) program in three large and diverse regions of the state under the direction of the Father &Noncustodial Parent Involvement Projects Manager in partnership with the Texas Workforce Commission, local workforce boards, Office of the Attorney General (OAG) child support local units, and Associate Judges; manages communication and collaboration with multiple-agency local and state level project partners to implement the NCP Choices program designed to improve employment and child support payment outcomes for low-income non-custodial parents; develops and disseminates materials in response to requests for program information; analyzes program-related data and prepares progress reports; analyzes project challenges; and identifies cost/benefits and processes for program expansion to additional areas of the state, and disseminates best practices to program partners.
• Reviews and evaluates NCP Choices service delivery methods, interagency collaboration, outcomes, and trends to identify gaps in resources or areas of concern and recommends, designs, and implements improvements to resolve technical problems and improve program performance; reviews NCP Choices site practices to ensure compliance with program requirements, laws, regulations, policies, and procedures; produces and disseminates performance information and creates easy-to-interpret information graphics and statistical analysis narratives using quantitative and qualitative data; provides assistance in developing and implementing Family Initiatives (FI) projects that target special populations such as incarcerated parents, military families, new parents, etc., within the OAG caseload; and works closely with other FI staff to identify needs and program activities.
• Provides web-based and in-person training for new users of the Choices Online Tracking System (COLTS), as well as technical assistance and support for users from multiple statewide agencies and local workforce development boards; develops and enhances technical guides and training materials, responds to and coordinates with OAG IT to resolve end user questions and technical problems.
• Performs related work as assigned.

Requirements: 

Minimum Qualifications:
• Education: Graduation from high school or equivalent.
• Education: Bachelor's degree from an accredited college or university; experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis: coordinating program services/grant management for a public or private child support or health and human services agency or organization.
• Experience: Six years of full-time experience working in the following (or closely related) fields: professional-level administrative/management experience in child support services or closely related health and human services program, of which two years must have been working with strengthening families, fatherhood projects or child support collaborative projects.
• Experience managing multiple site projects.
• Experience working collaboratively with multi-disciplinary stakeholders.
• Knowledge of Child Support Program-related laws.
• Knowledge of program services for low income fathers.
• Knowledge of local Workforce Development Board employment services.
• Skill in effective written communication {Writing sample in response to writing prompts will be required prior to interview}.
• Skill in handling multiple tasks, prioritizing, and meeting deadlines.
• Skill in effective oral communication and delivering educational presentations to adult learners {Must be prepared to conduct a presentation at the time of interview}.
• Skill in using a computer for word-processing and data entry/retrieval, including use of databases, spreadsheets, internet-based applications, and word processing software.
• Skill in exercising sound judgment and effective decision making.
• Ability to work under limited supervision with wide latitude for independent judgment.
• Ability to receive and respond positively to constructive feedback.

• Ability to travel (including overnight travel) up to 40%

Preferred Qualifications:
• Education: Public Administration, Psychology or Sociology, or closely related discipline.
• Experience: Three years’ experience in IV-D Child Support Program.
• Experience: Experience working collaboratively with state or local governments, community-based organizations, or public or private agencies.
• Experience: Implementing and operating complex and large-scale programs or projects.
• Experience: Interacting on a professional level with federal, state, or local government divisions or agencies.
• Experience: Developing and implementing statewide policies and procedures for a child support or health and human services program.
• Knowledge: Working knowledge of family law and the Child Support Program.
• Skills: Use of data analytics software such as SAS EG or SPSS.
• Abilities: Define and achieve success across multi-disciplinary stakeholder interests.
• Abilities: Analyze and synthesize data into concise, actionable summaries and recommended courses of action
