9:30 – 11:00 a.m. Cutting Edge Reform Efforts
  • Four chief defenders will discuss their involvement in cutting edge reform efforts in their respective jurisdictions to enhance representation of indigent clients and to make their programs more efficient and/or effective. Jim Bethke will discuss his efforts with Smart Defense Internet Portals. Steve Lipson will discuss utilizing universities to help interpret data. Michael Tobin will discuss using research and data on behalf of clients. Brendon Woods will discuss efforts to provide counsel at arraignment court in Alameda County.

  • During this session, Chiefs will discuss innovative, creative, or successful reform efforts or programs in their jurisdiction.  We are asking each chief to come prepared to actively participate in this traditional Chief’s Roundtable discussion. We want to hear what is happening in your office.

2:00 – 3:15 p.m.              OSF Roundtable Discussion
  • We all want and talk about “Quality of Representation” for our clients. This roundtable will focus on identifying and defining quality of defense indicators to help market, manage, and lead our organizations.

3:30 – 4:15 p.m.   Municipal Court Defense – Is it time for another Gideon?
  • The collateral impact on a client charged with an infraction in Municipal Court is often serious, often causing loss of employment or contempt charges for failure to pay fines or fees. Often, no attorney is provided to the indigent. Is it time for another Gideon?
