Position Description: 

The office of Council Member Susan Guidry is seeking applicants for the position of Legislative Director for the District “A” Council office, which is located in New Orleans City Hall.

The New Orleans City Council meets twice monthly and considers a wide array of legislation that affects the lives of New Orleanians. The Legislative Director briefs the Council Member on all issues that come before the Council except those related to Land Use, which are under the purview of our Land Use Director.

Council Member Guidry is Chair of the Criminal Justice Committee, and is a member of the following Council Committees: Budget, Audit and Board of Review; Community Development; Governmental Affairs; Transportation and Airport; and Utility, Cable, Telecommunications and Technology.

DUTIES AND RESPONSIBILITIES:

Manages all City Council legislative matters, proposals and issues of the Council Member in conjunction with the Chief of Staff.

Staffs the Utility, Cable, Telecommunications and Technology Committee, including keeping the Council Member up to date with the utility docket, relevant regulations, and national best practices.

Lead staffer and advisor to the Council Member for criminal justice matters, in her capacity as Criminal Justice Committee Chair.

Manages all committee budgetary matters concerning criminal justice agencies, including but not limited to local courts, district attorney, public defender, sheriff, police department, and coroner.

Assists the Council Member in formulating and implementing the agenda for municipal criminal justice policy. Major initiatives include reforming arrest and summons practices, pre-trial services and diversion, bias free policing, reforming court practices and procedures, and local incarceration population reduction.

Serves as liaison to stakeholders and community leaders for criminal justice matters and other general, neighborhood association concerns. Periodic attendance at evening meetings and events is required.

Represents the Council Member as designee or appointee for various criminal justice working groups, boards, and commissions.

Advisor to the Council Member on the City’s legal position and strategy in ongoing complex litigation. Major projects include the Orleans Parish Prison and New Orleans Police Department consent decree litigation. Serves as liaison to the New Orleans City Attorney.

Other duties as assigned.

Requirements: 

· J.D. from accredited law school;
· Ability to work effectively and collaboratively with diverse staff, coalitions and community groups;
· Excellent written and oral communication skills;
· Ability to work independently and keep organized in a fast-paced environment, manage several projects simultaneously, and adjust strategy to frequently changing demands;
· Strong organizational skills and ability to maintain orderly records;
· Preferred experience with obtaining and analyzing data;
· Preferred experience with drafting and/or analyzing legislation, particularly at the municipal level;
· Proficiency with MS Office; and
· Demonstrated reliability.
· MUST LIVE IN ORLEANS PARISH AT TIME OF HIRE.
