Position Description: 

The Community Equity Initiative (CEI) is an interdisciplinary effort designed to address and eliminate social, political and environmental factors that negatively impact Disadvantaged Unincorporated Communities (DUCs). The CEI was established to focus CRLA resources towards changing this pattern of historic inequality. We work alongside community leaders to raise awareness of DUCs, increase investment in community infrastructure, improve access to essential services, advocate for equitable development, promote environmental justice, guarantee fair representation, and build leadership capacity in DUCs so that residents can engage meaningfully in decision-making processes that impact their neighborhoods and their families.
Reporting to the CEI Program Director, the CEI Community Worker is primarily responsible for undertaking community education and outreach and working with CEI staff to develop and undertake advocacy on behalf of DUCs. Primary responsibilities include developing educational curriculum, conducting community outreach and education, developing leadership among residents, and developing and implementing advocacy strategies to improve infrastructure, services, and representation in 5-6 communities. The Community Worker’s geographic area of concentration will be Fresno County.
Position requires the ability to make a two year commitment.

RESPONSIBILITIES:
Community Outreach and Education
• Work with the Staff Attorney and Program Director to develop educational curriculum for CEI.
• Work with Staff Attorney and Program Director to coordinate and undertake community outreach and education in at least 5-6 targeted communities.
• Conduct educational trainings for organizations and community groups as requested and as appropriate.
• Collaborate with CEI staff and CRLA’s Director of Community Programs to develop capacity and leadership among residents of unincorporated communities.

Research and Advocacy
• Work with Staff Attorney and Program Director to develop and implement a comprehensive advocacy strategy for each target community.
• Develop and maintain expertise in local and regional planning processes and planning agencies and conduct advocacy as appropriate to represent DUCs within those processes.
• Analyze the allocation of federal and state funds for infrastructure and services, including agencies responsible for administering funds, processes related to allocation, etc.
• Analyze local and state policies as they relate to infrastructure investment and local governance of unincorporated communities.
• Monitor and attend local, county and state hearings, meetings and other convenings related to the development, planning, investment in and health of unincorporated communities.
• Undertake factual research of unincorporated communities, including surveying community members, researching investment in unincorporated communities, historic analysis of unincorporated communities, and other research as necessary to raise awareness of unincorporated communities and support advocacy.

Coalition Building
• Act as liaison between CRLA, Inc. and other organizations, agencies and coalitions.
• Collaborate with public and private stakeholders as appropriate to increase investment in and representation of disadvantaged unincorporated communities.
• Identify and collaborate with partners to develop and implement a comprehensive research agenda.
• Collaborate with partners to undertake permissible policy advocacy as appropriate.
• Elevate awareness of challenges facing unincorporated communities through in person presentations and the use of various media outlets.
• Participate in issue-based and community-based coalitions as requested by the Program Director.

General
• Work in collaboration with Fresno office staff.
• Support litigation by assisting with investigation, legal analysis, and discovery.
• Work with CEI staff to plan regional and statewide meetings.
• Collaborate with funding partners and local foundations as requested by the Program Director.
• Report on grant deliverables in a timely manner.
• Other duties as assigned.

Requirements: 

Qualifications:
• Experience working with low-income communities.
• Experience creating and conducting trainings.
• Bilingual and bi-literate Spanish/English.
• Ability to work evenings and weekends as needed.
• Experience working in cross-cultural settings.
• Strong written and verbal communication skills.
• Availability to travel regionally and statewide.

Salary range: 
$25,232 to $49,000 depending upon experience
