Independent Consumer Advocacy Network (ICAN) Staff Attorney

Position -- The Legal Aid Society of Northeastern New York has an Attorney position open in the Albany office. The position is approximately .7 full-time equivalent (FTE) as an ombudsman and advocate for individuals who are in mandatory Managed Long Term Care (MLTC) under the Independent Consumer Advocacy Network (ICAN) grant and approximately .3 FTE representing people with Medicaid, Medicare and other health law related issues. The Attorney will assist health care consumers in Albany, Columbia, Greene, Rensselaer, Schenectady, and Schoharie Counties through outreach and education concerning MLTC options; assistance with program navigation; education and assistance with rights, appeals and grievances; consumer empowerment and self-advocacy; and providing policy feedback and systems advocacy.

Responsibilities – As an ICAN attorney, duties include conducting outreach to the 6 counties covered by the grant; advising clients on their rights and legal options; and representing clients in informal appeals, insurance carrier grievances, and administrative hearings. The grant requires travel to each of the counties both for outreach and, if necessary, to meet with clients either in donated space in the client’s county of residence or, if the client is home-bound, in the client’s home. The remaining FTE for the attorney will do similar activities on non-MLTC health law issues for clients in the six counties.

Qualifications – At least 2-7 years prior legal experience or equivalent is required. Admitted to New York State Bar. Demonstrated commitment to public interest law and providing high quality legal services to clients in civil matters. Must be able to communicate effectively and work independently and efficiently. Must have a car and valid New York State driver’s license. Good computer skills. Prior experience in health law matters preferred. Ability to speak Spanish a plus.

Salary: $44,807 To $54,500, depending upon experience. We are a unionized program with excellent fringe benefits. May be eligible for loan repayment assistance program.
