Fiscal Year 2008 Federal Budget

Fiscal year 2008 began on October 1 with none of the 12 annual spending bills passed and enacted. On September 29, President Bush signed a continuing resolution (HJ Res 52) to keep the government operational at FY 2007 levels through November 16. The House passed the resolution on September 26, while the Senate passed it on September 27.

The House of Representatives has passed all 12 of its FY 2008 appropriations bills. The Senate had passed seven bills as of October 24. However, none of the measures passed by both chambers has been finalized by a conference committee after negotiations, or been presented to the President for his signature or veto. The President has threatened to veto anything above his FY 2008 appropriations request. Any veto of appropriations bills will delay enactment of new funding legislation for a significant length of time into the new fiscal year.

The FY 2008 deliberations will likely become more contentious and partisan than ever, as the truncated primary and caucus schedule forces presidential contenders and their parties to stake out campaign positions. The current and future continuing resolutions to fund agencies in the new fiscal year will be accompanied by debates on individual FY 2008 appropriations bills or perhaps even an omnibus measure.

Private Foundation Funding

  • American College of Trial Lawyers, Emil Gumpert Award

    The Emil Gumpert Award is presented to an organization or program that maintains and improves the administration of justice while adhering to the principles of ethical and professional advocacy. The program must serve an important public need and demonstrate the meaningfulness of the $50,000 award to its goals.

    Past recipients of the award include Dakota Plains Legal Services of Mission, South Dakota (2005), Legal Aid University of Boston (2006) and the National Center for Refuge and Immigrant Children, a program of the U.S. Committee for Refugees and Immigrants in Washington, D.C. (2007).

  • Impact Fund

    Deadline: November 20, 2007 for Pre-Application; November 30, 2007 for Application

    The Impact Fund, a public foundation dedicated to providing representation, technical assistance and funding for complex public interest litigation, provides funding for out-of-pocket expenses in cases with a potential broad impact and a demonstrated financial need.

    Grants are awarded to nonprofit legal firms, private attorneys and/or small law firms which seek to advance social justice in the areas of civil and human rights, environmental justice and/or poverty law. The program seeks to provide funding for public-interest litigation that will potentially benefit a large number of people, lead to significant legal reform, or raise public consciousness.

    The Impact Fund awards grants four times per year, with the average grant size being $10,000 to $15,000. The maximum grant amount awarded to any single applicant per year is $25,000. All new and/or returning applicants are required to submit a pre-application proposal, prior to the submission of a full proposal. Pre-applications should be no more than two pages.

  • Brookdale Foundation

    Deadline:January 10, 2008 (local proposals); February 8, 2008 (state proposals)

    The Brookdale Foundation has announced the Relatives as Parents Program (RAPP) Local and State Seed Grant Initiatives for the year 2008. RAPP is designed to encourage and promote the creation or expansion of services for grandparents and other relatives who have taken on the responsibility of surrogate parenting when the biological parents are unable to do so.

    RAPP awards seed grants of $10,000 over a two-year period in two categories: local agencies and state public agencies.

The Social Networking and Nonprofit Online Strategies Symposium, presented by the foundation, will offer a full day of training in fundraising, mobile technology, social networking and community building in the Web 2.0 environment. This training includes sessions on various aspects of ePhilanthropy; a highly interactive setting to learn new developments, strategies and skills; and the opportunity to network directly with top experts and leaders in the field.

  • National Summit on Prisoner Reentry

    Through the course of this two-day summit, experts and innovators in the field will explore together the latest data, original research and promising models for combating recidivism and joblessness among the formerly incarcerated.

    This summit is part of a series of regional events the White House is hosting, along with the Departments of Education, Commerce, Agriculture, Veterans Affairs, Health & Human Services, Housing & Urban Development and Homeland Security; the Agency for International Development; and the Small Business Administration, to support the work of effective faith-based and community organizations.

    Please register by Thursday, November 15th. The summit is free, but pre-registration is required.


Funding Tip


Free Foundation Research Database Now Available

NOZA , provider of the world's largest searchable database of charitable donations, has unveiled a free grant research database containing detailed information on nearly 900,000 grant awards. Although similar in function to the grant searching features available at other Web sites, there is no fee and no registration required to access this information. The grant awards data is compiled from Internet sources.
