WILLIAM B. LYTTON, MARK J. MACDOUGALL NAMED 2006 EXEMPLAR AWARD RECIPIENTS FOR OUTSTANDING PRO BONO SERVICE

WASHINGTON, DC, April 19, 2006 The National Legal Aid & Defender Association (NLADA) is honored to announce that William B. Lytton, executive vice president and chief legal officer of Tyco International Ltd., and Mark J. MacDougall, partner with Akin Gump Strauss Hauer & Feld LLP are the recipients of the prestigious 2006 NLADA Exemplar Award. Since 1991, NLADA members and friends have gathered annually at a dinner to pay tribute to those lawyers who labor tirelessly to improve the quality of representation for people who are unable to pay for legal assistance, and to salute outstanding individuals who set an example by their extraordinary dedication, achievement, leadership and vision in this regard. Lytton and MacDougall will be honored during the annual NLADA Exemplar Awards Dinner on Monday, June 19 at the Four Seasons Hotel in Washington, DC. The reception will start at 6:30 p.m., followed by the dinner and program at 7:30 p.m.

“Both Mr. Lytton and Mr. MacDougall have made multiple significant contributions to the equal justice community through their pro bono work and support,” said Jo-Ann Wallace, NLADA president and CEO. “Through his leadership on the board of the Pro Bono Partnership, Mr. Lytton has been a major advocate for encouraging corporate counsel to become active in equal justice, as well as encouraging the growth of pro bono programs across the country. And, Mr. MacDougall’s voluntary efforts in defending those who face possible death sentences but do not have the means or resources to afford counsel, shows a dedication and concern for his fellow man that is admired by all.”

William B. Lytton

William B. Lytton has served as executive vice president and chief legal officer of Tyco International Ltd. since 2002. In addition to serving as chief compliance officer and leading a global law department of almost 200 lawyers, he also has responsibility for the environment, health and safety organization, the public affairs group and the Global Security team. Previously, he served as senior vice president and general counsel for International Paper, the world’s largest forest-products company, where he was responsible for all legal and compliance matters affecting the corporation.

Lytton was chairman of the board of directors of the American Corporate Counsel Association in 2002 and is a member of the Association of General Counsel and is on the boards of both the Pro Bono Partnership and the American Arbitration Association. In 1998, he received the Excellence in Corporate Practice Award.

Lytton served on the staff of U.S. Senator Charles H. Percy from 1972 to 1975. He was an assistant U.S. attorney in the northern district of Illinois from 1975 to 1978. From 1978 to 1983, he was an assistant U.S. attorney in the eastern district of Pennsylvania, serving as chief of the criminal division and later as first assistant U.S. attorney. In 1983, he joined the Philadelphia law firm of Kohn, Savett, Klein and Graf, P.C, where he was a trial lawyer handling a variety of criminal and civil matters. While at the law firm, he served as staff director and chief counsel in 1985 for the Philadelphia Special Investigation (MOVE) Commission.

In 1987, he left his law firm for a six-month assignment as deputy special counselor to President Ronald Reagan. In that position, he coordinated the White House response to the congressional inquiries and independent counsel’s investigation of the Iran-Contra matter. Upon his return to his law firm, he continued as a consultant to the president throughout the Reagan Administration. He also served as special counsel to the first President Bush on issues relating to the Iran-Contra matter.

Mark MacDougall

As a partner with Akin Gump Strauss Hauer & Feld LLP, MacDougall focuses on white collar defense as well as the representation of individuals and institutions in responding to criminal investigations, civil claims and other legal challenges that cross international borders. This work includes defending clients that are subject to criminal and administrative actions brought by the United States government, as well as investigations by foreign law enforcement agencies. He has handled numerous noteworthy cases in the past decade and regularly represents corporate and individual clients facing charges of public corruption, financial fraud, money laundering and violations of the Foreign Corrupt Practices Act.

MacDougall devotes considerable time to the pro bono trial representation of indigent defendants facing the death penalty, for which he has received national recognition, including the 2004 Foot Soldier Award from the NAACP. He also currently serves, by court-appointment, on the Committee on Admissions for the District of Columbia Court of Appeals.

In the early ’1990s, MacDougall served as a federal prosecutor with the Criminal Division of the U.S. Department of Justice, where he was the lead attorney in a series of successful federal bank fraud prosecutions. In addition, MacDougall has extensive experience in the emerging legal specialty of reputational recovery and represents numerous clients in Europe and the Middle East in responding to the serious obstacles that arise when individuals and businesses are subjected to false accusations by government officials, the media or commercial competitors. In his reputational recovery practice, he has obtained numerous public retractions and corrections of false statements from major media outlets in the United States, Canada, the United Kingdom, the Russian Federation and throughout Western Europe.
