An affidavit by the CODIS administrator Don Parker in response to court order to conduct a pair-wise comparison of the profiles in the Illinois offender database. Alleges that such a search would tie up the resources of the ISP for an intolerable length of time and violate state law and the ISP agreement with the FBI. Also states that coincidental 9-loci matches are predictable and "do not contradict random match probabilities based on population statistics."
