Feinstein Flaws -- New Bill Provides Inadequate Safeguards
The bill commendably addresses both of the major problems identified in the Leahy-Smith-Collins Innocence Protection but is disappointing because it creates many unnecessary obstacles to DNA testing and authorizes counsel standards that are merely advisory, not enforceable.
